Against the 5% target
Designated records account for 0.6% of all award counts and 0.4% of lifetime value — roughly a thirteenth of the federal 5% Indigenous procurement target on the value measure. The two flags are similar in shape: VS awards average $589K and MS awards $612K, both below the $923K all-vendor mean.
The measurement caveat is material. Designation is recorded unevenly across departments and years: an award without a flag is not evidence of non-Indigenous ownership, and flagged totals capture only what the publication itself labels. The labelled share therefore understates true Indigenous participation to an unknown degree, and the distance to the 5% target cannot be assessed from flagged records alone.
