Complaints by year
Dated complaints run 69 a year on average with no long-term trend: a steady 60–90 band for a quarter century, a series high of 108 in 2020, and 38 so far in the partial 2026. Challenge volume does not track the growth in award counts over the same period — complaints per contract have thinned as procurement volume grew.
