The 2025 coverage break

Recorded volume more than doubles in 2025 (108,260 against 41,509 in 2024) while the single-bid rate drops from 70.1% to 56.6% — then volume stays high in 2026 (112,657) while single-bid returns to 71.0%. Two series moving that sharply at once points to a change in what is published rather than in market behaviour. Treat 2025 as a coverage break: levels before and after it are not strictly comparable.

Transportation buyers get competition: the Transports ministry's tender-administration direction averages 2.74 bidders with a 37.3% single-bid rate, and the Société québécoise des infrastructures 2.86 and 41.0%. Health and education do not: the Estrie CHUS averages 1.21 bidders and closes 92.6% of its calls with one offer; Université Laval 1.45 and 85.3%; McGill 1.54 and 81.1%; the STM 1.44 and 84.9%. Buyer names appear as published; the ministry's successive administrative labels are listed separately and would combine to a larger total.

The busiest bidders are engineering and roadwork firms — the same cluster as the rivalry table on the competition overview. Eurovia Québec Construction Inc. has submitted 3,159 bids and won 798 (25.3%); LES SERVICES EXP INC. converts 48.5% of 3,075. Sustained win rates near one-in-four on contested roadwork tenders are the arithmetic of a market where the same firms meet weekly.
